Mexico's Ohuira Bay Communities Stand Against Ammonia Plant Proposal

Last week, federal officials announced a proposal to resolve the ongoing conflict surrounding an ammonia plant near Ohuira Bay, which has prompted significant community opposition for over a decade. For many, including Indigenous Yoreme activist Melina Maldonado, this news brought no sense of relief. Despite hopeful discussions prior, Maldonado expressed deep frustration, feeling that the voices of local communities were not genuinely heard. The proposal includes environmental safeguards and community oversight for the GPO-Proman plant but does not address the fundamental concern of whether the plant should operate at all. Local communities remain steadfast in their opposition, believing that the risks posed by the plant outweigh any potential benefits it could bring.

Community members now face the task of deliberating the federal proposal in their traditional assemblies, employing a consensus-based approach that respects their Indigenous governance. As they gather in villages surrounding the lagoon system, they must decide collectively whether to accept a plan they feel does not genuinely reflect their concerns. For now, the blockade at the plant continues, now into its 72nd day, a testament to their commitment to protecting their environment and way of life.

The federal government presented this plan as a compromise, the result of prolonged discussions with community leaders and stakeholders. However, leaders of the ¡Aquí No! movement emphasized that no binding agreement has been formed and that real authority lies within their communities, not with external representatives. As such, they will carefully evaluate the implications of the proposal before making any decisions.

It is essential to note that the GPO-Proman ammonia plant, which has been under construction since 2014, is nearing completion. The project originally sparked opposition due to concerns about its potential impact on fishing, the ecosystem, and the consultation processes that Indigenous communities feel were flawed. Protests have been vibrant and varied, driven by a collective commitment to safeguarding the local environment and addressing the economic and social needs of the community.

While the government defends the plant as vital for fostering food sovereignty in Mexico, opponents argue that the potential risks to their environment and health cannot be justified. The plant is projected to significantly reduce fertilizer imports, but for many, these economic benefits do not justify the dangers that come with industrial activities so close to their homes.

The proposed plan aims to implement several operational changes to the ammonia plant, such as altering its water sourcing to minimize ecological disruption. It also includes commitments to regular environmental monitoring and a collaborative oversight body comprising community members, scientists, and government representatives. However, many community members are wary, insisting that these measures do not alleviate their core concern: the inherent risks associated with allowing the plant to operate.

In addition to the production of ammonia, the proposal addresses community needs such as education, housing, and fishing infrastructure. The ongoing discourse indicates a recognition from federal officials of the deep-rooted concerns voiced by local activists, marking a shift towards dialogue rather than unilateral decision-making.

Yet, amid this backdrop of discussion and negotiation, community leaders continue to face intimidation and threats, a grim reality that complicates their advocacy efforts. Many, including Maldonado and Quintero, now operate under protective measures due to these dangers. This raises profound moral questions about the price of community activism and environmental protection.

As conversations continue, members of the ¡Aquí No! movement remain determined to articulate their vision for the future. They understand the importance of developing their proposals and strategies while recognizing the government’s efforts as an opportunity to voice their needs more effectively. Ultimately, the journey toward resolution is fraught with challenges, yet the spirit of resistance and hope among the people at Ohuira Bay remains unwavering.
